James Barlow is a Professor of Technology and Innovation Management and a Director of the Health and Care Infrastructure Research and Innovation Centre (HaCIRIC). He has previously held positions at the University of Sussex , University of Westminster and the Policy Studies Institute. He has a PhD from the London School of Economics and a background in geography and economics.
James’ research focuses on the adoption of innovation in complex sectors of the economy. He is especially interested in construction, housing provision and healthcare. He leads a research team currently working largely on questions relating to ICT and built infrastructure in health services.
James has extensive experience advising government and industry on policy and innovation issues in healthcare. He is a member for the Department of Health’s (DH) Telecare Advisory Network and chaired its working party on the evidence for telecare benefits. He is an elected member of the Royal Society of Medicine’s Telemedicine and eHealth Council. He has provided expert advice on healthcare innovation and telecare for the Royal Society, Department of Trade and Industry (DTI), DH, European Commission, Ofcom, Welsh Assembly Government and the Wanless Commission on social care. In 2004 he helped prepare a report for the Audit Commission on telecare implementation which had a significant impact on shaping the ensuing policy agenda. In 2006 he led a roadmapping exercise for the DTI and DH, which is informing future research funding on assisted living technologies. He currently chairs an advisory board on healthcare for Willmott Dixon Construction Ltd.
James has published widely and is the author of over 100 papers or reports and four major books.
Margaret Parton was appointed as Chief Executive Officer of the NHS Technology Adoption Centre. Since 3 July 2007, Margaret has been spearheading this exciting venture based at Central Manchester & Manchester Children's University Hospitals Trust establishing first Technology Adoption Centre for the NHS in England.
Formally the UKTI Life Science Sector Champion & Programme Manager for the DTI UK/US Bioscience Collaboration, Margaret is an experienced business developer with an excellent track record in defining technology strategy, establishing partnerships & developing international project proposals. Margaret brings all her enthusiasm and expertise to facilitate successful collaboration with industry, the public sector and national, regional and university groups to ensure cohesive roll out of Technology Adoption Centre projects.

Mark Outhwaite is a strategy consultant and health market analyst. He has over 13 years experience as a Health Authority CEO in the NHS. He was also Director/Head of Practice for Technology Adoption in the NHS Modernisation Agency - the NHS’ internal consultancy for change management and service improvement for 2 years. During that time he was also a member of the Connecting for Health Programme Board. Mark is also a Director of Health over Internet Protocol Community Interest Company which focuses on acting as a catalyst for the development of and application of web2.0 and emerging web3.0 technologies within health and healthcare. He also chairs the British Computer Society Health Informatics Interactive Care Specialist Group.
